| | | HOUSTON: HOUSTON (AP) - Coming off three straight 100-loss seasons, the Houston Astros are confident they'll be better this year.
How much? They aren't putting a number on that. But after setting a franchise record with a whopping 111 defeats, they have a simple target.
''It's our goal to be the most improved team in major league baseball (and) I believe ... we have the group together and we can actually accomplish that,'' second-year manager Bo Porter said.
There are several reasons why the Astros are certain they can improve. They brought in several established players this offseason to pair with the many young players who got their first significant playing time last season. They also could get some reinforcements soon from top prospects who are inching closer to being major league ready.
General manager Jeff Luhnow's rebuilding plan has already boosted Houston's minor league system from the worst in baseball to one of the best. He expects that work to start paying dividends this season in the majors.
''We have a young team. We're still going to make some mistakes,'' he said. ''Our young players have improved but still need some development. We brought in some veterans to help stabilize the team this year. We're going to see a big improvement as a result of those two dynamics.''
| | TAMPA BAY: ST. PETERSBURG, Fla. (AP) - The Tampa Bay Rays feel they have everything it takes to win the World Series and aren't afraid to say it.
The budget-minded franchise that's played into October four out of the past six seasons boosted payroll instead of cutting back this winter in hopes of making another strong run for the playoffs.
''The goal is to be the team that plays the last game of the year and win,'' third baseman Evan Longoria said.
''I felt like we were really close to breaking through last year,'' the three-time AL All-Star added. ''And with the team that we have this year, I'm really excited to go out and try to prove to ourselves that we are good enough to do that.''
The Rays won 92 games a year ago, including a Game 163 tie-breaker to claim a wild-card spot, and have compiled the second-best record in baseball over the past six seasons.
That's not enough for manager Joe Maddon and a hungry collection of players who reported to spring training feeling as if there's unfinished business to tend to after losing to eventual World Series champion Boston in the AL division round.
''I love that our guys feel and think that way. I think it's great,'' Maddon said.
''You'll hear that rhetoric in a lot of clubhouses, whether it's baseball, football or basketball, but you've got to back it up. You have to really believe it. Not just say it,'' he said. ''Some groups say it because they're supposed to say it. Some groups say it because they believe it. Our guys believe it.''
That confidence was bolstered by the Rays' ability to keep most of the key components from last year's roster together, including lefty David Price, who anchors one of baseball's deepest pitching rotations.
Price and just about everybody else expected the 2012 AL Cy Young Award winner to be traded, however the Rays wound up giving him a $14 million one-year deal, in addition to re-signing first baseman James Loney and landing free agent closer Grant Balfour in moves that represent a big chunk of a club-record payroll of around $80 million.
Andrew Friedman, the team's vice president of baseball operations, also traded for catcher Ryan Hanigan and infielder Logan Forsythe to give Maddon additional flexibility filling out a batting order around Longoria and 2013 AL rookie of the year Wil Myers.
''Talent can't win every game for you, but it's a good start,'' said Loney, who signed a three-year, $21 million deal - largest since Tampa Bay has given to a free agent since Stuart Sternberg became principal owner.
''If we can stay healthy, if we can do the things we're capable of doing,'' second baseman Ben Zobrist add, ''we certainly have as good or better chance than any other team in the league to win it all.''

*Astros-Rays Preview* =====================
By JEFF MEZYDLO STATS Senior Writer
Houston (32-42) at Tampa Bay (29-45), 4:10 p.m. EDT
The Houston Astros' latest skid is in the past, and also for the moment are their struggles against the Tampa Bay Rays.
After evening this four-game set, the Astros try to build on a much-needed victory Saturday at Tropicana Field.
Houston (33-42) was shut out in its previous two games at Tampa Bay and dropped four in a row overall before George Springer's two-run homer and eight strong innings from Jarred Cosart highlighted a 3-1 victory Friday. Jose Altuve added three hits for the Astros, who won for the fourth time in the last 17 meetings with the Rays (29-46).
Springer's 13th home run was his first in nine games. Despite the blast, the rookie right fielder is 4 for 26 with 13 strikeouts in his last seven games and 2 for 19 with 12 strikeouts versus Tampa Bay.
Altuve, meanwhile, leads the majors with 101 hits and is 11 for 18 in the last four games since a hand injury limited him to one at-bat while Houston dropped two of three to the Rays last weekend.
"Having (Springer and Altuve) hit back to back is something that we talk about as a staff just how dynamic it is," manager Bo Porter told the Astros' official website. "It really puts a lot of pressure on the opposing pitcher."
With originally scheduled starter and Palm Beach native Brad Peacock not quite recovered from a bout with food poisoning, the Astros called up Jake Buchanan from Triple-A Oklahoma City to make his major league debut Saturday. The right-hander was 6-4 with a 3.54 ERA in 14 games - 13 starts - for Oklahoma City this season.
"He's been throwing the ball well down there," Porter said. "It's one of those things we feel this is going to be one start, and we want to give this guy an opportunity to see what it is he's able to do here at the major league level."
Making his first appearance against the Astros, Jake Odorizzi (2-7, 4.73 ERA) is 0-4 with a 4.55 ERA in his last six starts but has yielded three runs on two homers in 12 2-3 innings of the last two. He gave up a two-run shot and two other hits in 5 1-3 innings of a 5-4 win over Baltimore on Monday.
Yunel Escobar drove in the lone run Friday for Tampa Bay, which again struggled to produce offensively after scoring five runs in three of its previous four contests. The Rays' 271 runs are the fewest in the AL.
"The guys are working," manager Joe Maddon said. "The effort is there. The performance is not. We've got keep pushing until it comes back to us."
Owner of the majors' worst record, Tampa Bay is 4-9 at home this month after winning its final four of May at Tropicana Field.
"It stinks," said losing pitcher David Price, who yielded the home run and struck out 12 in eight innings.
"We want to win out there. Our team wants to win. We're not doing that right now. So, it's frustrating."
Tampa Bay star Evan Longoria hit .300 with two homers and seven RBIs in his previous five games versus Houston before going 0 for 4 on Friday.
