| |  | TAMPA BAY: ST. PETERSBURG, Fla. (AP) - The Tampa Bay Rays feel they have everything it takes to win the World Series and aren't afraid to say it.
The budget-minded franchise that's played into October four out of the past six seasons boosted payroll instead of cutting back this winter in hopes of making another strong run for the playoffs.
''The goal is to be the team that plays the last game of the year and win,'' third baseman Evan Longoria said.
''I felt like we were really close to breaking through last year,'' the three-time AL All-Star added. ''And with the team that we have this year, I'm really excited to go out and try to prove to ourselves that we are good enough to do that.''
The Rays won 92 games a year ago, including a Game 163 tie-breaker to claim a wild-card spot, and have compiled the second-best record in baseball over the past six seasons.
That's not enough for manager Joe Maddon and a hungry collection of players who reported to spring training feeling as if there's unfinished business to tend to after losing to eventual World Series champion Boston in the AL division round.
''I love that our guys feel and think that way. I think it's great,'' Maddon said.
''You'll hear that rhetoric in a lot of clubhouses, whether it's baseball, football or basketball, but you've got to back it up. You have to really believe it. Not just say it,'' he said. ''Some groups say it because they're supposed to say it. Some groups say it because they believe it. Our guys believe it.''
That confidence was bolstered by the Rays' ability to keep most of the key components from last year's roster together, including lefty David Price, who anchors one of baseball's deepest pitching rotations.
Price and just about everybody else expected the 2012 AL Cy Young Award winner to be traded, however the Rays wound up giving him a $14 million one-year deal, in addition to re-signing first baseman James Loney and landing free agent closer Grant Balfour in moves that represent a big chunk of a club-record payroll of around $80 million.
Andrew Friedman, the team's vice president of baseball operations, also traded for catcher Ryan Hanigan and infielder Logan Forsythe to give Maddon additional flexibility filling out a batting order around Longoria and 2013 AL rookie of the year Wil Myers.
''Talent can't win every game for you, but it's a good start,'' said Loney, who signed a three-year, $21 million deal - largest since Tampa Bay has given to a free agent since Stuart Sternberg became principal owner.
''If we can stay healthy, if we can do the things we're capable of doing,'' second baseman Ben Zobrist add, ''we certainly have as good or better chance than any other team in the league to win it all.''
| | ST LOUIS: ST. LOUIS (AP) - Last October, the St. Louis Cardinals were sufficiently flush with arms that they carried rookie Shelby Miller and deposed closer Edward Mujica in ceremonial roles and made it to Game 6 of the World Series against Boston.
After leading major league rookies with 15 wins, Miller was limited to one postseason inning due to concerns about a heavy workload. Mujica was used only in mop-up duty after mid-September.
The National League champions are perhaps even deeper, across the board, entering opening day March 31 at Cincinnati. The team that tied for the major league high with 97 wins has a surplus of viable candidates.
''I think we have the potential to be great,'' said ace Adam Wainwright, who won 19 games and finished second in NL Cy Young balloting. ''We just have to go out there, not listen to the hype, and perform.''
The 32-year-old Wainwright qualifies as the grizzled leader of a rotation that could include three members coming off big rookie debuts. Michael Wacha was a postseason sensation and the NLCS MVP, Miller went wire-to-wire as the fifth starter and Carlos Martinez, who's had an impressive spring, moved into the setup role when fellow rookie Trevor Rosenthal took over as closer.
Wacha and Martinez are 22, Miller and Rosenthal just 23.
There's also 15-game winner Lance Lynn, who struck out 10 in four innings of his last spring training start, and lefty Jaime Garcia could fit into the mix sometime in April coming off shoulder surgery. And don't forget Joe Kelly, another rookie who won 10 games and was the rotation's strongest starter much of the second half.
And one of the National League's best lineups, too.
Much is expected from a loyal fan base that extends several states, and that's OK.
''Our expectations,'' Lynn said, ''are higher than theirs.''

After causing a stir at the All-Star game, the St. Louis Cardinals' Adam Wainwright is finally ready to get back to business.
In his first appearance since the break, Wainwright looks to become baseball's first 13-game winner in Tuesday night's series opener against the visiting Tampa Bay Rays.
Wainwright (12-4, 1.83 ERA) created a media frenzy after admitting to grooving a pitch to Derek Jeter in last Tuesday's Midsummer Classic. The right-hander, who started the game for the NL, allowed three runs in one inning.
"I didn't know the fallout was going to last so long and be so wide-based," he told MLB's official website. "I made a mistake, and I move on. I'm not going to change how I do things. I'm not going to change the way I interview. I'm going to be more mindful of the words I use, but for crying out loud, this is ridiculous."
The Cy Young candidate will try to put all that behind him in his first start for the Cardinals (54-45) since a 10-2 win at Milwaukee on July 12.
"I think they're just being real cautious of making sure that I'm going to be prepared ... because this is going to be a pretty torrid race through the end of the season," Wainwright said of the extended rest. "I think they're mindful of that and they need me to be out there every fifth day."
Wainwright is 4-1 with a 0.81 ERA in his last six outings, a stretch that began with a 1-0 win at Tampa Bay on June 10. He threw seven strong innings to outduel Jake Odorizzi, improving to 3-0 with a 1.72 ERA in his last six interleague starts.
Wainwright, who has a 1.24 ERA in his last six home starts versus the AL, could be in for a stiffer test this time around against the surging Rays (47-53). Tampa Bay has won 14 of 18, including a season best-tying five straight by a combined 29-9 score.
"We're just trying to concentrate on the moment and not thinking that far ahead," first baseman James Loney said following Sunday's 5-3 victory at Minnesota. "And we're not thinking about what we did yesterday."
The Cardinals had won seven of nine before falling 4-3 to the Los Angeles Dodgers on Sunday. Peter Bourjos went 2 for 4 with two-run homer but closer Trevor Rosenthal surrendered the tiebreaking run in the ninth inning.
The Cardinals try to bounce back against Odorizzi (5-8, 4.01), who is 3-1 with a 2.50 ERA in his last six outings. The right-hander yielded three runs over 6 2-3 innings to beat Toronto 10-3 on July 12.
Odorizzi, who grew up near St. Louis, is looking forward to facing the Cardinals - and Wainwright - again. He scattered three hits over 7 1-3 innings of one-run ball in last month's matchup.
"Just the atmosphere alone will be very cool," he said. "It will be a fun atmosphere and fun game for me in general."
St. Louis' Kolten Wong figures to be back in the starting lineup after going 0 for 1 as a pinch hitter Sunday. The rookie second baseman is 13 for 37 with five homers and 11 runs scored since coming off the disabled list with a shoulder issue July 6.
Tampa Bay's Kevin Kiermaier is batting .432 with five extra-base hits and 11 RBIs over an 11-game stretch. Evan Longoria is 6 for his last 16 with three doubles and five RBIs.
The Rays split their two games with St. Louis last month and are 4-8 against the NL this season.
