| |  | TAMPA BAY: ST. PETERSBURG, Fla. (AP) - The Tampa Bay Rays feel they have everything it takes to win the World Series and aren't afraid to say it.
The budget-minded franchise that's played into October four out of the past six seasons boosted payroll instead of cutting back this winter in hopes of making another strong run for the playoffs.
''The goal is to be the team that plays the last game of the year and win,'' third baseman Evan Longoria said.
''I felt like we were really close to breaking through last year,'' the three-time AL All-Star added. ''And with the team that we have this year, I'm really excited to go out and try to prove to ourselves that we are good enough to do that.''
The Rays won 92 games a year ago, including a Game 163 tie-breaker to claim a wild-card spot, and have compiled the second-best record in baseball over the past six seasons.
That's not enough for manager Joe Maddon and a hungry collection of players who reported to spring training feeling as if there's unfinished business to tend to after losing to eventual World Series champion Boston in the AL division round.
''I love that our guys feel and think that way. I think it's great,'' Maddon said.
''You'll hear that rhetoric in a lot of clubhouses, whether it's baseball, football or basketball, but you've got to back it up. You have to really believe it. Not just say it,'' he said. ''Some groups say it because they're supposed to say it. Some groups say it because they believe it. Our guys believe it.''
That confidence was bolstered by the Rays' ability to keep most of the key components from last year's roster together, including lefty David Price, who anchors one of baseball's deepest pitching rotations.
Price and just about everybody else expected the 2012 AL Cy Young Award winner to be traded, however the Rays wound up giving him a $14 million one-year deal, in addition to re-signing first baseman James Loney and landing free agent closer Grant Balfour in moves that represent a big chunk of a club-record payroll of around $80 million.
Andrew Friedman, the team's vice president of baseball operations, also traded for catcher Ryan Hanigan and infielder Logan Forsythe to give Maddon additional flexibility filling out a batting order around Longoria and 2013 AL rookie of the year Wil Myers.
''Talent can't win every game for you, but it's a good start,'' said Loney, who signed a three-year, $21 million deal - largest since Tampa Bay has given to a free agent since Stuart Sternberg became principal owner.
''If we can stay healthy, if we can do the things we're capable of doing,'' second baseman Ben Zobrist add, ''we certainly have as good or better chance than any other team in the league to win it all.''
| | MINNESOTA: MINNEAPOLIS (AP) - The number is staggering. In the past three years, the Minnesota Twins have lost 291 games. Ninety-nine in 2011. Ninety-six each of the last two seasons.
A team that was once viewed as a model for succeeding and competing with modest financial resources has been an afterthought for too long now. They have finished last in the AL Central twice and were fourth last season.
So the Twins shed their frugal ways in the offseason, shelling out $73 million to bring in Ricky Nolasco and Phil Hughes to bolster a lagging rotation. They also brought back manager Ron Gardenhire on a two-year deal and moved Joe Mauer from catcher to first base in an effort to protect their franchise player from injury.
''They made a statement: `We don't want to see this again. We don't want to go through this again this summer,''' Gardenhire said.
The Twins said goodbye to longtime first baseman Justin Morneau late last season when general manager Terry Ryan traded him to the Pirates in a stretch-run deal. There weren't many other changes to an offense that has struggled to score runs, but the upgrades to the rotation have given the holdovers some peace of mind that they won't have to score seven runs a game to have a chance to win.
''It's night and day to be honest with you. Terry went out and spent some money on some good arms in Nolasco and Hughes,'' second baseman Brian Dozier said. ''Hughes had a bad year last year but is an All-Star pitcher and I think moving to this park will help him a lot. I think just getting out of New York to be honest with you. ... So we needed to address our pitching staff and Terry did that, and I'm happy about it.''

David Price's outstanding work on the mound is one of the reasons the Rays are playing some of their best baseball, though it remains to be seen if the ace will still be with Tampa Bay two weeks from now.
The left-hander is set to make what could be one of his final starts with the visiting Rays when he tries to lead them to a fourth straight win Saturday night against the Minnesota Twins.
Although it had a losing record at the All-Star break for the first time since 2007, Tampa Bay (45-53) has shown signs of turning things around by going 14-5 since June 25.
The rotation has played a major role with a 3.23 ERA over that stretch, thanks in large part to Price (9-7, 3.23 ERA).
Since posting a 4.42 ERA over his first 11 outings, the All-Star has a 1.92 mark in his last nine. He's also won four consecutive outings behind a 1.13 ERA.
The trade rumors, however, have been intensifying with the July 31 non-waiver deadline fast approaching and Price set to hit free agency after the 2015 season. With the Rays still 8 1/2 games back in the AL East, recent reports have them discussing a deal with Seattle involving Price and Ben Zobrist.
"We've been playing much better baseball. It's not any of our decisions in here to decide what happens and speculate on what could happen," third baseman Evan Longoria told MLB's official website. "Whatever it is, we're going to have to move forward after the deadline."
In the meantime, Price will try to help the Rays continue their recent push following Friday's 6-2 victory at Target Field. He's 3-2 with a 2.76 ERA in seven career starts versus Minnesota after striking out 12 and going the distance in a 7-3 home win April 22.
Brian Dozier, who homered off Price in that contest, has gone 3 for 10 with two homers in their matchups. Dozier has a team-high 18 long balls and is 10 for 28 over his last six games.
Twins leadoff hitter Danny Santana went 1 for 5 Friday after missing 18 games with a bruised left knee. Trevor Plouffe hit his seventh home run for last-place Minnesota (44-51), which will try to regroup with its sixth win in eight games.
Since going 7-2 with a 2.27 ERA over an 11-start stretch, Phil Hughes (10-5, 3.92) has a 6.32 ERA over his last five.
The right-hander allowed five runs and 10 hits over five innings Sunday, but received plenty of run support to win his second straight start in a 13-5 victory at Colorado.
Hughes, who has gone 3-3 with a 5.37 ERA in nine home starts, is 0-2 with a 6.11 ERA in four starts since last beating the Rays in 2011 while with the New York Yankees.
James Loney (7 for 11) and Matt Joyce (7 for 15) have had the most success when facing Hughes, though Zobrist is hitless in 16 career at-bats.
Loney finished with three hits and Zobrist hit his seventh home run in the opener, while Longoria had two hits and three RBIs following an 11-game stretch in which he batted .189.
"We pretty much picked up where we did leave it off at the All-Star break," manager Joe Maddon said.
