| |  | TAMPA BAY: ST. PETERSBURG, Fla. (AP) - The Tampa Bay Rays feel they have everything it takes to win the World Series and aren't afraid to say it.
The budget-minded franchise that's played into October four out of the past six seasons boosted payroll instead of cutting back this winter in hopes of making another strong run for the playoffs.
''The goal is to be the team that plays the last game of the year and win,'' third baseman Evan Longoria said.
''I felt like we were really close to breaking through last year,'' the three-time AL All-Star added. ''And with the team that we have this year, I'm really excited to go out and try to prove to ourselves that we are good enough to do that.''
The Rays won 92 games a year ago, including a Game 163 tie-breaker to claim a wild-card spot, and have compiled the second-best record in baseball over the past six seasons.
That's not enough for manager Joe Maddon and a hungry collection of players who reported to spring training feeling as if there's unfinished business to tend to after losing to eventual World Series champion Boston in the AL division round.
''I love that our guys feel and think that way. I think it's great,'' Maddon said.
''You'll hear that rhetoric in a lot of clubhouses, whether it's baseball, football or basketball, but you've got to back it up. You have to really believe it. Not just say it,'' he said. ''Some groups say it because they're supposed to say it. Some groups say it because they believe it. Our guys believe it.''
That confidence was bolstered by the Rays' ability to keep most of the key components from last year's roster together, including lefty David Price, who anchors one of baseball's deepest pitching rotations.
Price and just about everybody else expected the 2012 AL Cy Young Award winner to be traded, however the Rays wound up giving him a $14 million one-year deal, in addition to re-signing first baseman James Loney and landing free agent closer Grant Balfour in moves that represent a big chunk of a club-record payroll of around $80 million.
Andrew Friedman, the team's vice president of baseball operations, also traded for catcher Ryan Hanigan and infielder Logan Forsythe to give Maddon additional flexibility filling out a batting order around Longoria and 2013 AL rookie of the year Wil Myers.
''Talent can't win every game for you, but it's a good start,'' said Loney, who signed a three-year, $21 million deal - largest since Tampa Bay has given to a free agent since Stuart Sternberg became principal owner.
''If we can stay healthy, if we can do the things we're capable of doing,'' second baseman Ben Zobrist add, ''we certainly have as good or better chance than any other team in the league to win it all.''
| | MINNESOTA: MINNEAPOLIS (AP) - The number is staggering. In the past three years, the Minnesota Twins have lost 291 games. Ninety-nine in 2011. Ninety-six each of the last two seasons.
A team that was once viewed as a model for succeeding and competing with modest financial resources has been an afterthought for too long now. They have finished last in the AL Central twice and were fourth last season.
So the Twins shed their frugal ways in the offseason, shelling out $73 million to bring in Ricky Nolasco and Phil Hughes to bolster a lagging rotation. They also brought back manager Ron Gardenhire on a two-year deal and moved Joe Mauer from catcher to first base in an effort to protect their franchise player from injury.
''They made a statement: `We don't want to see this again. We don't want to go through this again this summer,''' Gardenhire said.
The Twins said goodbye to longtime first baseman Justin Morneau late last season when general manager Terry Ryan traded him to the Pirates in a stretch-run deal. There weren't many other changes to an offense that has struggled to score runs, but the upgrades to the rotation have given the holdovers some peace of mind that they won't have to score seven runs a game to have a chance to win.
''It's night and day to be honest with you. Terry went out and spent some money on some good arms in Nolasco and Hughes,'' second baseman Brian Dozier said. ''Hughes had a bad year last year but is an All-Star pitcher and I think moving to this park will help him a lot. I think just getting out of New York to be honest with you. ... So we needed to address our pitching staff and Terry did that, and I'm happy about it.''

Neither the Tampa Bay Rays nor the Minnesota Twins were happy with the first half of the season. Despite some encouraging recent play for both clubs, they'll need strong starts out of the All-Star break to avoid irrelevancy.
The Rays seek a ninth road win in 10 games Friday night when they face the Twins.
Tampa Bay's 44 wins at the break are the club's fewest since winning 34 in 2007. The Rays (44-53) are eight games out of a wild-card spot and 9 1/2 back in the AL East, though their 13-5 record since June 25 is the second-best in the majors.
"I've permitted myself to look at our record; we're less than 10 under," Rays manager Joe Maddon said. "We're still trending in the right direction. It's still a tough hill to climb, but I think our guys are up for the challenge."
Better production from Evan Longoria could help Tampa Bay gain ground. Longoria's .257 average with 11 homers and 44 RBIs before the All-Star break were well off his first-half totals from last year, when he hit .278 with 18 homers and 52 RBIs.
The Twins (44-50) have won five of six on the road while outscoring opponents 38-17, but they are 6 1/2 games off the pace in the wild-card standings and 10 1/2 games behind first-place Detroit.
Brian Dozier - who homered twice in Sunday's 13-5 win at Colorado before hitting as many home runs in Monday's derby - ranks second in baseball with 69 runs scored, the third-most at the break by a Twin.
"We knew coming into this series, or this whole road trip, not really make-or-break, but a huge test what we're going to do after the break, whether buy or sell," said Dozier, who leads the club with 18 homers. "I want to try to do everything to contend. In all of our opinions, we think we're good enough."
No timetable has been set for the return of Joe Mauer, who has been on the disabled list since July 2 with a strained oblique. However, infielder Danny Santana could be back from a bruised left knee. The rookie hit .328 in 37 games with 16 RBIs.
The Twins are the only AL club - besides the Rays - Alex Cobb (4-6, 4.14 ERA) has yet to face. Cobb gave up two runs over 6 2-3 innings and did not get a decision in a 5-4 loss to Kansas City on July 9.
Minnesota counters with Kyle Gibson (8-7, 3.92). He gave up seven hits over six shutout innings in an 8-1 win at Seattle on July 9 after throwing just two innings in two of his previous three outings. The right-hander looks to redeem himself from a 7-3 loss in Tampa Bay on April 22, when he was tagged for season worsts of seven runs and 10 hits over three innings.
Gibson also struggled in his first career start against Tampa Bay on July 9, 2013, giving up four runs over six innings in a 4-1 defeat.
Matt Joyce was 5 for 11 when the Rays won two of three from the Twins in April and has hit .395 with 14 RBIs over his last 12 contest versus Minnesota.
