| | | TAMPA BAY: ST. PETERSBURG, Fla. (AP) - The Tampa Bay Rays feel they have everything it takes to win the World Series and aren't afraid to say it.
The budget-minded franchise that's played into October four out of the past six seasons boosted payroll instead of cutting back this winter in hopes of making another strong run for the playoffs.
''The goal is to be the team that plays the last game of the year and win,'' third baseman Evan Longoria said.
''I felt like we were really close to breaking through last year,'' the three-time AL All-Star added. ''And with the team that we have this year, I'm really excited to go out and try to prove to ourselves that we are good enough to do that.''
The Rays won 92 games a year ago, including a Game 163 tie-breaker to claim a wild-card spot, and have compiled the second-best record in baseball over the past six seasons.
That's not enough for manager Joe Maddon and a hungry collection of players who reported to spring training feeling as if there's unfinished business to tend to after losing to eventual World Series champion Boston in the AL division round.
''I love that our guys feel and think that way. I think it's great,'' Maddon said.
''You'll hear that rhetoric in a lot of clubhouses, whether it's baseball, football or basketball, but you've got to back it up. You have to really believe it. Not just say it,'' he said. ''Some groups say it because they're supposed to say it. Some groups say it because they believe it. Our guys believe it.''
That confidence was bolstered by the Rays' ability to keep most of the key components from last year's roster together, including lefty David Price, who anchors one of baseball's deepest pitching rotations.
Price and just about everybody else expected the 2012 AL Cy Young Award winner to be traded, however the Rays wound up giving him a $14 million one-year deal, in addition to re-signing first baseman James Loney and landing free agent closer Grant Balfour in moves that represent a big chunk of a club-record payroll of around $80 million.
Andrew Friedman, the team's vice president of baseball operations, also traded for catcher Ryan Hanigan and infielder Logan Forsythe to give Maddon additional flexibility filling out a batting order around Longoria and 2013 AL rookie of the year Wil Myers.
''Talent can't win every game for you, but it's a good start,'' said Loney, who signed a three-year, $21 million deal - largest since Tampa Bay has given to a free agent since Stuart Sternberg became principal owner.
''If we can stay healthy, if we can do the things we're capable of doing,'' second baseman Ben Zobrist add, ''we certainly have as good or better chance than any other team in the league to win it all.''
| | CHI WHITE SOX: CHICAGO (AP) - From rock bottom last season to contention this year? The Chicago White Sox see no reason why it can't happen.
They're ready to put last season's 99-loss wreck behind them and make a jump at least back to respectability, if not a run at the AL Central title.
They see a team with solid pitching, a new slugger in Jose Abreu and renewed vigor. Now, all they have to do is back it up.
''You have to pitch, you have to hit, you have to score,'' said manager Robin Ventura, entering his third season. ''You have to play defense. You have to do all of them in our division. Detroit has won it the last few years. They have a combination of everything. Unless you do that, you're not going to be close. We proved that last year.''
They had the pitching part down last season. The rest? Well, that's where things got dicey.

The Tampa Bay Rays are finding it hard to string together a few victories with a starting rotation hampered by several injuries.
One of the Rays' few healthy arms will take the hill Friday night to open a weekend road series against the Chicago White Sox.
Tampa Bay (10-12) has dropped three of four thanks in large part to the struggles of its starting staff. In those losses, Cesar Ramos, Jake Odorizzi and Eric Bedard - who are filling in for Matt Moore, Alex Cobb and Jeremy Hellickson - tossed a combined 12 1-3 innings with none of them lasting more than five.
Bedard struggled to get through four innings of Thursday's 9-7 loss to the Minnesota Twins, giving up four runs, five hits and five walks. It was the eighth time in the last 10 games that Tampa Bay's starter went five frames or fewer.
The short outings have worn out the bullpen, which has thrown 70 2-3 innings this season, among the most in the American League.
"Of course we're missing some really good guys but you can't worry about that. We can't cry about that," manager Joe Maddon said. "You've got to get the best out of the people that you have."
Tampa Bay's pitching needs to come around since the Chicago series opens a 10-game trip that also goes through Boston before closing with three at Yankee Stadium.
Chris Archer (2-1, 3.65 ERA) will look to end the woes Friday in the opener of this four-game series. The right-hander has thrown six or more innings in three of his four starts, including a win over the New York Yankees on Saturday when he allowed three hits and one earned run in 6 2-3 innings.
Archer tossed two innings of relief against the White Sox in 2012, giving up four earned runs, but he has never started versus Chicago.
The White Sox (11-12) are also dealing with pitching injuries and will counter with right-hander Erik Johnson, who has improved every time he's taken the mound this year.
Johnson (1-1, 5.32 ERA), who has never faced the Rays, was effective in his last start despite five walks, allowing only one hit to earn the victory Sunday against Texas.
"Five walks is a lot. I gave them way too much for what they got and I'm just lucky we could turn a few double plays," Johnson said afterward. "It's not the day I wanted, but I'll take it. I did make some big pitches when I needed them."
The White Sox return to U.S. Cellular Field after a 3-4 road trip through Texas and Detroit. Chicago had a chance to secure a winning trip Thursday against the Tigers, but the Sox couldn't do much even with 11 hits. They left eight men on base in a 7-4 loss.
"Obviously your goal is to win every series, and we didn't do that," said designated hitter Adam Dunn, who hit his 445th career homer in the loss. "So any time you come home with a losing record, I don't think that's what your goal is."
Dunn has struggled in his career against the Rays with a .152 batting average that is tied for his lowest against any team for which he hasn't played. The slugger has just four home runs against Tampa Bay pitching in 92 career at-bats.
